Developing rural industries is fundamental to promoting rural revitalization. On the basis of making agriculture larger and stronger, we should vigorously develop secondary and tertiary industries that rely on agricultural and rural resources. We should push high-quality development of rural industries, make improving product quality a top priority, comprehensively transform and upgrade the production and operation systems of rural industries, and accelerate the improvement of product quality and safety supervision, inspection, and testing systems. We should follow a market-oriented development path, strengthen research and development of final consumer products such as food, accelerate the improvement of rural circulation systems, and let final market demand drive agricultural transformation and upgrading.
This means local governments and enterprises need to formulate an industrialization path suited to their own circumstances in order to benefit from this round of policy support. The industrialization of agricultural products requires building leading industries based on resource endowments, actively promoting large-scale and standardized processing and distribution of bulk agricultural products, vigorously developing specialty industries, and accelerating the development of geographical indication products.
